Second Optional Protocol to the International Covenant on Civil and Political Rights

The Second Optional Protocol to the International Covenant on Civil and Political Rights is a side agreement to the International Covenant on Civil and Political Rights. It was created on 15th December 1989 and came to force on 11 July 1991. It entails the signatories to abolish death penalties within their jurisdiction, except during the times of war. Kazakhstan president recently signed a law to ratify the Second Optional Protocol.
